The IT Act provides for the Controller of Certifying Authorities (CCA) to license and regulate the working of Certifying Authorities and also to ensure that none of the provisions of the Act are violated.
The Certifying Authorities (CAs) issue Digital Signature Certificates(DSC) for electronic authentication of users.
The Controller of Certifying Authorities (CCA) has been appointed by the Central Government under section 17 of the Act for purposes of the IT Act.
The Office of the CCA came into existence on November 1, 2000.
It aims at promoting the growth of E-Commerce and E-Governance through the wide use of digital signatures.
A Digital Signature Certificate (DSC) is necessary for Individual Contractors, Companies, partnership firms, consortiumsandother organizations (as applicable) whointend to participate in e-Tendering processes on various Government sites.
This e-Procurement portal facilitates, integrates, and streamlines procurement processes.
Using of digital signatures is approved under the Information Technology Act, and with legal status.
All Bidders are recommended to have a Class 3 Digital Signature Certificate registered in the name of a representative who is authorised to submit online bid for the e-Tender called by any government department.

User Registration, Password and Security
1.After successful completion of online registration, user id and password will be registered. User can login using his user id and password and thereafter by signing with the digital signature.
2.User is responsible for maintaining the confidentiality of the password as well as account, and is fully responsible for all the activities that are performed using his password and account. User agrees to (a) immediately notify service provider of any unauthorized use of your password or account or any other breach of security, and (b) ensure that he log-out from his account at the end of each session. Service provider cannot and will not be liable for any loss or damage arising from bidder’s failure to comply with the foregoing.
3.User can always modify or update their profile as and when required at their discretion [Except 'User ID' and 'Company Name'].
Service & Convenience Fees
1.You agree to pay the applicable service fee as per the agreement between the service provider and the government department for using this web portal. The convenience fee such bank charges, gateway charges and taxes thereon, as the case may be, for any transaction on the portal shall be applicable. The service & convenience fees are non-refundable. If you fails to submit the service fee along with applicable convenience fee, he/she/they is/are liable for disqualification to participate in the tender.
E-Payment Terms & Conditions
1.The services provided are as per the agreement between us and by the e-Payment gateway service provider. You abide to agree all the terms and conditions as contained in the agreement and shall have legal binding on you.
2.In case the web portal or e-Payment gateway service provider's webpage, that is linked to the website, is experiencing any server related issues like 'slow down' or 'failure' or 'session timeout', the user shall, before initiating the second payment, check whether his/her bank account has been debited or not. In case payment is debited then immediately contact service provider helpdesk through email or any other mode of contact for confirmation as well as updation of payment on web portal. If payment is not debited then user can initiate a fresh transaction.
3.Any duplicate service fee transaction shall be refunded to the user’s bank account, registered with the service provider and not to the actual source of payment , i.e., Credit Card / Debit Card / RTGS / NEFT, etc. within 21 working days from the date of intimating with proper documentary proof of double payment.
4.Only the service fee shall be refunded for duplicate transaction. The convenience fee shall not be refunded.
5.Vendor hereby agrees that he/she/they will not approach his/her/their bank for any charge back claims regarding the service & convenience fee.
Limitation of Liability
1.We have made this service available to the user as a matter of convenience. We expressly disclaim any claim or liability arising out of the provision of this service. The user agrees and acknowledges that he/ she shall be solely responsible for his/ her conduct and that we reserves the right to terminate the rights to use of the service immediately without giving any prior notice thereof.
2.We and/or the e-Payment gateway service providers shall not be liable for any inaccuracy, error or delay in, or omission of (a) any data, information or message, or (b) the transmission or delivery of any such data, information or message; or (c) any loss or damage arising from or occasioned by any such inaccuracy, error, delay or omission, non-performance or interruption in any such data, information or message. Under no circumstances shall the We and/or the payment service providers, its employees, directors, and its third party agents involved in processing, delivering or managing the services, be liable for any direct, indirect, incidental, special or consequential damages, or any damages whatsoever, including punitive or exemplary arising out of or in any way connected with the provision of or any inadequacy or deficiency in the provision of the services or resulting from unauthorized access or alteration of transmissions of data or arising from suspension or termination of the services.
3.We and the e-Payment gateway service provider(s) assume no liability whatsoever for any monetary or other damage suffered by the user on account of:
the delay, failure, interruption, or corruption of any data or other information transmitted in connection with use of the payment gateway or services in connection thereto; and/or.
any interruption or errors in the operation of the payment gateway.
4.The user shall indemnify and hold harmless the e-Payment gateway service provider(s) and us and their respective officers, directors, agents, and employees, from any claim or demand, or actions arising out of or in connection with the utilization of the services.
5.The user agrees that we or any of its employees will not be held liable by the user for any loss or damages arising from your use of, or reliance upon the information contained on the website, or any failure to comply with these terms and conditions where such failure is due to circumstance beyond our reasonable control.

General Terms & Conditions
1.It is responsibility of the user to adhere to the minimum system specifications and requirement such as hardware & software as mentioned on the website. Service provider shall not be responsible for non-compliance for above by user.
2.Tenders shall be published by the authorized Tender Inviting Authorities of the government department. We are not responsible for the information provided in the tenders published. In case of any clarifications arising out of the tenders, the users have to contact the respective Tender Inviting Authority.
3.User shall return to the service provider, all written or descriptive matters, documents, tapes or other media, which contain confidential information upon completion or termination of the said agreement.
4.User agrees and acknowledges that he/ she shall be solely responsible for his/ her conduct and that we reserves the right to terminate the rights to use of the Service immediately without giving any prior notice thereof.
5.User can get his account terminated by giving a 30 days advance notice and is not entitled to claim any other compensation for any services to be provided by service provider and the termination is effective from the expiry date of the notice.
6.The web portal may provide links to the third party websites or resources. Service provider has no control over such sites and resources, you acknowledge and agree that we are not responsible for the availability of such external sites or resources, and does not endorse and are not responsible or liable for any content, advertising, products, or other materials on or available from such sites or resources. You further acknowledge and agree that we shall not be responsible or liable, directly or indirectly, for any damage or loss caused or alleged to be caused by or in connection with use of or reliance on any such content, goods or services available on or through any such site or resource.
7.User authorizes us to verify directly or through third parties, the information provided on the website, including validation against third-party databases. We may also request User for official or government issued evidences to confirm the information provided in certain circumstances or as a prerequisite to customer's needs. User also authorizes to make any inquiries to validate your identity and confirm your ownership of your email address or financial accounts, subject to applicable law. When requested, user shall provide us complete information.
8.The users must ensure that the files being uploaded by them on web portal are free from all kinds of viruses and contain only the relevant information as per the tender documents/ NIT. If it is found that any user have uploaded / attached irrelevant data, bogus or fabricated certificates towards his qualification requirements for a respective tender then their user account shall be liable for termination permanently or temporarily.
9.The Service Provider agrees to grant the user the right to access and use e-Procurement System on the terms & conditions as set out herein and any other terms as may be specified by the government department from time to time.
10.The user also recognizes and acknowledges that the e-Procurement System is being maintained and operated by the Service Provider under an agreement for services executed between the Government and the Service Provider. The user hereby agrees and acknowledges that Service Provider shall not be responsible or liable for any damage or loss resulting from the use of the e-Procurement System.
11.The facility offered by service provider shall be non-transferable and the user shall not assign, resell or commercially exploit the facility for others.
12.In compliance to the Information Technology (Amendment) Act, 2008, the users are hereby directed not to use, display, upload, modify, publish, transmit, update, share or store any information that (a) belongs to another person; (b) is harmful, threatening, abusive, harassing, blasphemous, objectionable, defamatory, vulgar, obscene, pornographic, paedophilic, libellous, invasive of another's privacy, hateful, or racially, ethnically or otherwise objectionable, disparaging, relating or encouraging money laundering or gambling, or otherwise unlawful in any manner whatever.
13.In the same context, the Service Provider affirms that not to host or publish or edit or store any information or shall not initiate the transmission, select the receiver of transmission, and select or modify the information contained in the transmission.
1.The said agreement is made under and shall be interpreted and governed by the laws applicable in India. The parties irrevocably agree that the courts of Bangalore shall (subject to the paragraph below) have exclusive jurisdiction to settle any dispute which may arise out of, under, or in connection with these Terms or the legal relationship established by them, and for those purposes irrevocably submit all disputes to the jurisdiction of the courts at Bangalore, irrespective of whether Courts/Tribunals in other areas have concurrent or similar jurisdiction.
2.Service Provider reserves the right to initiate any legal action against those bidders violating all the above mentioned terms & conditions of this agreement.
User must not disclose any sensitive information such as user id and password details over telephone or by any other means to any person. Service provider does not ask for aforesaid information over phone including the bank details and credit card/ debit card details. If any person impersonating as representative of service provider is asking this information from you do not disclose any such information and immediately notify details of any such person to our helpline numbers and email us.
